English Local Authorities Intend to Sell Off Community Hubs and Sports Centres to Balance Books

Based on a new survey of local authorities, UK councils are preparing to offload community centers, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Fiscal Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and land to shore up their budgets, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders stated they would prioritise restructuring services and using savings to manage growing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its asset disposal plan included the disposal of a retail complex in a local town and a social club in Rochester to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be sold under the plan.

Local Levy Rises and Broader Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that over seven in ten of councils will have to increase local levies next April to cover the rising cost of core provisions, higher levels of housing insecurity, and a persistent housing shortage.

The authority said it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but certain measures take time to deliver both improved services and financial savings,” said Vince Maple.

He added: “We face population challenges which will persist to add to the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Patterns and Forecasts

A survey of county councils this week also found council budgets being strained by the growing number of young people and adults requiring special educational assistance.

The County Councils Network projected that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper outlining those changes has been postponed.

Disadvantage and Financial Gaps

According to the most recent deprivation measures (IMD) for English councils, many participating urban areas were among the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the most deprived 30 nationally under the 2025 IMD measures,” said the report.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, urban areas are far more likely to be in the most deprived fifth of the nation. The data highlights the extent of difficulties confronting local leaders across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the necessity for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised social care provision in the past 12 months, the study found.
